PWS Message Identifier
Message Identifier is an indicator showing the type of PWS message. It tells on 'Is this ETWS message ? or CMAS ?' or 'How urgent/server it is' etc. SIB messages carrying the PWS message has specific IE called 'messageIdentifier' as shown below to specify this identifier.
