In most of communication protocol, the parties participating in the communication exchange the information about its capability so that the each party does not request any capability which is not supported by its counter part. In mobile communication (e.g, LTE,WCDMA), Network informs on its capability via various SIB messages and UE informs its capability via various RRC or NAS messages.
This page looks at the LTE side of that exchange. The network sends UECapabilityEnquiry with a list of RAT types, and the UE answers with UECapabilityInformation. The answer carries one container per RAT, and each container is encoded by the rules of its own RAT. The first section covers the procedure and the message structure. The second section explains a real message that carries E-UTRA and UTRA capability.

How does the network ask the UE for its capability ?
A network must not configure a feature that the UE does not support. So the eNB needs the UE capability before it builds an RRC Connection Reconfiguration with measurement, DRX or bearer settings. In LTE, the connection setup messages do not carry this information, so LTE uses a dedicated message pair for it.
In WCDMA, UE informs on its capability as a part of RRC Connection Setup Complete message and in LTE they defined a separate message soly designed for this kind of capability information report. The procedure is as shown below. Whenever network wants to know UE capability (in most case, during registration), network send 'UE Capability Enquiry' message specify which information it wants to get (There are seven different types of capability items in the current release, network can specify any one or multiple items in UE Capability Enquiry message). Then UE has to report all the capability information requested by Network.
Figure 1 shows that message pair. The network sends UE Capability Enquiry with a list of RAT types, and the UE answers with UE Capability Information. The list in Figure 1 holds the five RAT types of Release 8. Note that it spells geran-cs and geran-ps as gran-cs and gran-ps.

UE Capability Enquiry is a downlink message : the NW sends it on DCCH, and its ue-CapabilityRequest lists the RAT types it wants.UE Capability Information is the uplink answer : the UE returns one ue-CapabilityRAT-Container for each requested RAT that it supports.The list in Figure 1 is the Release 8 list : nr and eutra-nr were added later, so the current RAT-Type has seven values.

The eNB does not send the enquiry on every connection. After the UE answers, the eNB uploads the capability to the MME in the S1AP UE CAPABILITY INFO INDICATION message. The MME stores it without interpreting it. On a later Service Request, the MME passes it to the eNB in INITIAL CONTEXT SETUP REQUEST, so the eNB does not need to ask again. The MME deletes its stored copy at Attach and at some Tracking Area Updates, and the missing copy triggers a new enquiry. This is why the enquiry usually appears right after registration.
One detail matters for the example in the next section. The copy that goes to the MME leaves out the UTRA capability. So a UTRA container like the one in the example stays with the eNB that asked for it.
Which ASN.1 structures carry the request and the answer ?
Both messages are small at the top level. The enquiry is a list of RAT-Type values, and the answer is a list of containers, each tagged with a RAT-Type. Everything else sits inside the OCTET STRING of each container.

Three points in the listing matter when you read a real message. First, RAT-Type now has seven values, because nr and eutra-nr joined the five Release 8 values. One spare value remains. Second, both lists are limited by maxRAT-Capabilities, which is 8. Third, ueCapabilityRAT-Container is an OCTET STRING, so the LTE ASN.1 does not describe what is inside it.
Each RAT defines its own content. For eutra, the container holds UE-EUTRA-Capability. For utra, it holds the INTER RAT HANDOVER INFO message of 25.331. For geran-cs, it holds Mobile Station Classmark 2 and Classmark 3, and for geran-ps it holds the value part of MS Radio Access Capability from 24.008. For nr and eutra-nr, it holds UE-NR-Capability and UE-MRDC-Capability from 38.331. So a decoder needs the specification of every RAT to open the whole message.
The network asks, and the UE answers : UE Capability Enquiry lists RAT types, and UE Capability Information returns one container for each requested RAT that the UE supports.Seven RAT types exist today : Release 8 defined five, and nr and eutra-nr were added for NR and MR-DC.Each RAT owns its container format : only the eutra container is defined in 36.331 itself, and the others follow the specification of their own RAT.The eNB rarely asks twice : the MME stores the capability and hands it back, so a new enquiry follows a deleted copy, usually at Attach.
What is inside a UE Capability Information message carrying E-UTRA and UTRA capability ?
A real message shows how the containers nest. The example below comes from a UE that supports E-UTRA, UTRA FDD and GSM. The list holds only two items, eutra and utra. The UE supports GSM, so the missing GERAN item tells you that the network did not ask for geran-cs or geran-ps.
Following is an example of UE Capability Information message carrying eutra and utra capability. Don't try to memorize all of these. Just read through as you have time. You will get some big picture across full stack of each technology. It would be a kind of 'List of contents' in a thick book.

What does the E-UTRA container say about the UE ?
Item 0 carries rat-Type eutra, and the decoder opens its OCTET STRING as UE-EUTRA-Capability. This is a Release 9 UE, so the fields stop at the v920 extensions and the list is short.
The UE reports accessStratumRelease rel9 and ue-Category 3. It supports no ROHC profile, because every profile bit in supportedROHC-Profiles is False. It supports four E-UTRA bands, 2, 4, 5 and 17. All four are full duplex, because halfDuplex is False.
The measParameters group follows the band list. Its bandListEUTRA has one entry for each supported E-UTRA band, in the same order as supportedBandListEUTRA. Inside each entry, interFreqBandList again has four entries, one per band. The interRAT-BandList has nine entries: the five UTRA FDD bands and then the four GERAN bands of interRAT-Parameters. Every value is True, so this UE needs measurement gaps for every inter-frequency and inter-RAT measurement.
The field featureGroupIndicators is 7f0ffc80. The decoder expands the 32 bits one by one, with indicator 1 as the leftmost bit. For example, indicator 28 is 0, so TTI bundling is not supported. Indicator 29 is 0 as well, so semi-persistent scheduling is not supported either. Indicator 13 is 1, so inter-frequency handover is supported.
One label in the decode is out of date. The decoder shows indicator 31 as Undefined. In the current 36.331, bit 31 indicates support for cells that broadcast multi-band information, such as multiBandInfoList. The bit is 0 here, so the reading of this UE does not change. Only bit 32 is still undefined.
The interRAT-Parameters group lists UTRA FDD bands I, II, IV, V and VI and GERAN bands gsm850, gsm900E, gsm1800 and gsm1900. The field interRAT-PS-HO-ToGERAN is False. The nonCriticalExtension adds the Release 9 fields: dtm-r9, e-RedirectionGERAN-r9 and e-RedirectionUTRA-r9 are all supported. The last three groups are present but carry no supported feature.
What does the UTRA container say about the UE ?
Item 1 carries rat-Type utra. Its OCTET STRING holds the INTER RAT HANDOVER INFO message of 25.331, so the field names now follow the UMTS RRC style rather than the LTE one.
The message starts with uE-SecurityInformation, which carries START-CS, and then ue-CapabilityContainer. The first part is the original UE radio access capability. It covers the PDCP, RLC, transport channel, physical channel, multi-mode and security capability. For example, cipheringAlgorithmCap is 0003, which sets the bits for UEA0 and UEA1. The field integrityProtectionAlgorithmCap is 0002, which sets the bit for UIA1.
Later releases add their fields in a long chain of nonCriticalExtensions, from v390 up to v860. That is why the decode steps further to the right with every release. The chain holds the HSPA capability. The field edch-PhysicalLayerCategory is 6, hsdsch-physical-layer-category-ext is 14 and hsdsch-physical-layer-category-ext2 is 24. The v860 extension adds compressedModeMeasCapabEUTRAList. It says that the UE can measure E-UTRA bands 2, 4, 5 and 17 in compressed mode from each of its five UTRA bands.
Watch the release fields too. The UTRA side reports accessStratumReleaseIndicator rel-8, while the E-UTRA side reports rel9. Each RAT reports its own release, so the two values do not need to match.
Two items mean two requested RATs : the UE supports GSM too, but no GERAN item appears, so the network did not ask for it.The E-UTRA item is a Release 9 capability : category 3, bands 2, 4, 5 and 17, and gaps needed for every inter-frequency and inter-RAT measurement.FGI labels depend on the decoder version : this decoder calls bit 31 Undefined, but the current 36.331 uses it for multi-band cell support.The UTRA item is a UMTS message inside an LTE message : INTER RAT HANDOVER INFO keeps its own release, rel-8, and its own extension chain.
